...Or does he? If you actually read the article, you'll find that he had parked the car, apparently legally, and someone else hit it. To go by the title alone, it was his fault, suggesting a pathetic newbie to the police force.
Just another example of news sources thinking that the unvarnished truth is too boring.

And also that boring news is unimportant. Celebrity sleaze gets the headlines. Important stuff like potentially losing most of your life savings if you keep it all in one bank doesn't make it into the paper at all.
