If it's just a gradual slight decline taking place over several years, then you're probably fine; it might just be fragmentation et cetera. But if you ever notice it suddenly taking longer than one second to read a single sector, it's backup time!
My previous home computer slowing down was the whole reason I bought a new one. I figured it was a dying HD. But my work computer is relatively new; it shouldn't have that problem.
