Subtle journalistic error

From The Washington Post: "Syria ranked as the 173rd worst -- out of 178 -- in the Reporters Without Borders group's most recent index of press freedom...."

The error almost slipped by me. I'm pretty sure they meant the sixth worst, a.k.a. the 173rd best. It's similar in principle to a double negative.
